The Telliskivi Loomelinnak is, by far, the best urban redevelopment example in Tallinn. You can read about that in my post Recipe for the Creative City.
Besides that Tallinn in deed has plenty of impressive and innovative processes displayed.
The Old City is stenciled with lovely and meaningful words
The Old prison provides excellent tourist attraction where you are allowed in and let wonder about alone, with no guide. I have read in a guide book, that the prison is rather scary run down building where you can easily get lost. Unfortunately, it was closed at the time of my visit. With all the Urban Exploring going trough the roof, I’d say it is a great and safer way of managing the travelers curiosity.
